Quebec also has an investor program, which is separate from the federal program. Although there are some similarities, a Quebec investor must, of course, indicate an intention to live in Quebec after immigrating to Canada.
The net worth criterion is the same as the federal program at CAN$1.6 million and requires an investment of CAN$800,000 (or the finance option where a smaller, non-refundable down payment is made and the remaining funds are borrowed from an approved financial institution. The down payment covers the interest that will accrue as a result of that loan).
The Quebec program requires management experience (for 2 years out of the 5 years before you apply), which is a little different from business experience in the federal program. Management experience means performing duties related to the planning, management and control of financial resources and of human or material resources under your authority, but not a percentage of ownership.
Right now, the biggest advantage of the Quebec program is in faster processing times, meaning that you will be able to immigrate to Canada sooner than under the federal program.
